The code that was sent to your phone was apart of MFA security settings on your account. Like others said their is an option in the bottom left corner that says "domain join instead" click that and enter what you want the name to be for the local account and proceed to setup.

I dont normally connect to the internet during the install, thought I would see what it does this time installing. I dont think the link was available to use local account after connecting to the internet, could be wrong. NOt worth checking. I did have MFA setup on the account used at one time, but it was disabled, Microsoft didnt forget the phone number used obviously.
